Does a seller collect the sales tax based on the state the seller resides in? (as if the buyer was physically in the sellers state when buying the item).

ebay needs to make sellers post a bond so penalties can be assessed to compensate buyers when ebay sellers default on a sale. Really getting tired of making purchases, waiting for 3 - 5 weeks for an item & no response from the seller to my email inqu...
