I live in France, I promote my listings for Ebay's fee. My account is Ebay.fr. On nchecking out It says it's for Ebay FR? What does it mean? Is my listing promoted Woldwide or not?IF NOT does Ebay STILL take that fee if it's sold Ebay.com?Plain Engli...

OK so I advertise an auction item to start at £1 listing it for 7 days with a reserve of £40.My listing is free but I see a charge of £3.75 from Ebay.My question is, if it remains unsold but I have an offer less than the reserve am I still charged £3...
