have multiple cards for a buyer to choose from for a particular set. Is

I think I may have found the answer. I had checked off in the
International shipping area of Business Policies to INCLUDE promotional
shipping discounts. The free shipping over $25 is one of my promotions.
I unchecked it. Shall see if that works. Yes...

Thank you again for your help. All I need to do right now is change CARD
NUMBER to something else. I recently changed them from CARD ATTRIBUTES
to CARD NUMBER.
