Free Shipping in US but not International

I sell sports cards here and I offer a promotion of free shipping on total purchases of $25 or more but the problem is I cannot figure out a way to EXCLUDE international buyers from that.  I set up my international shipping to be GSP plus $1 for handling and when the card sells for more than $25, it doesn't matter where it is being bought from, it defaults to free shipping.  How can I fix this?  Thank you in advance

Since shipping to the GSP center is the same as domestic, why would you charge more?

That's not true.  Shipping to Canada is $11 using GSP.  Yes it goes domestically to the shipping center, but then from there it goes international.

I don't see the global shipping program on any of your listings. I do see ebay standard international on some of them which is a different program than the gsp.  With gsp you charge and receive funds only for the domestic part of shipping.   With int'l standard you charge and receive the full shipping amount that the buyer paid.

 

But I can't duplicate what you are saying is happening.  I'm in Canada and when I put a combination of items over $25 in my cart, I am charged separately for each item, there is no combined shipping at all and definitely no 'free shipping'.  Did you actually have an international buyer that had 'free shipping'?

 

You might want to go through all of your listings at look at the international shipping as it is all over the place.  The majority of your listings show me that shipping would be $2.20 1st class international.  Some of the single cards show $15.25 ebay international standard and some show $12 for the same type of item and same service. It's quite confusing for the buyer.  I thought you might be deciding how to ship based on the price of the card but I saw a $1 card being shipped for $15.25 and a $250 card being shipped for $2.20

I was actually playing around with the shipping yesterday early trying to figure it out.  I think that is when you looked.

Everything now should be back to GSP but I used to have that before and it always charged the buyer $11, not domestic fees.  I even looked at Stamps.com and the have a shipping center too here in my geographical area and it charges an international rate there too not domestic.

 

This is not the point of my question.  My question is how to set up shipping so that I do not offer FREE SHIPPING outside of the US?

I think I may have found the answer.  I had checked off in the International shipping area of Business Policies to INCLUDE promotional shipping discounts.  The free shipping over $25 is one of my promotions.  I unchecked it.  Shall see if that works. 

 

Yes, I had a buyer last week buy $27 worth of cards and shipping was free for him in Quebec.  Cost me $12 through EBay to ship.
