Why does eBay prevent me from doing them -- despite so many requests -- by charge outrageous shipping? How can I set up digital downloads and still give eBay its pound of flesh?

Ias there some eBay problem which will not allow me to chance my combined "payments preference" from 8 days to 4? I keep trying, but nothing comes up when I click on the link to change the preferences. Any Help?Thanks
