I need to know where to go to file a PayPal claim. (against eBay seller)
I do not want to go througyh eBay. Just PayPal. Can someone give me a
link, or do I go to my PayPal account to find it? It is not the
resolution center on eBay correct?
Last week I purchased from a eBay seller that sent my item as Media Mail
when it wasn't. And fudged on the weight. The package was really over 7
