Why can’t I make an offer and use my available funds vs. my credit card.

It isn't paying for something with available funds that is the problem.
It is making an offer for an item that isn't a choice and you are forced
to use a credit card. This wasn't an issue with PayPal before but it is
now a problem with Available Fund...
I don't believe you understood my question / problem. It is impossible
to make an offer on an item without selecting credit card as the payment
option. I just want to make the offer and if accepted pay with my
available funds but this isn't possible....
