Buyer won't accept parcel when they try to deliver

I sold a large doll and it was very expensive. I shipped it to the buyer who lives in Florida... I am in Canada. They have tried to deliver the parcel 2 times now and for some reason the buyer will not accept delivery. What can I do about this?

anyone else having issues trying to upload photos... it keeps distorting my images and not loading them or saying there is errors....

Can a buyer return an item when it was clear in the listing that a bracelet was over 8 inches long and there was also a photo of the bracelet next to a tape measure?
