You may need to call eBay's Customer Service & explain your situation...
do NOT close your case beforehand. An eBay rep should be able to close

You need to file an Item Not Received case in eBay's Resolution Center.
This will force the seller to give a valid tracking number, or if he
can't/doesn't, you can request eBay to step in and give you a refund.

doesn't understand the confusion of the duplicated tracking number...
