How can a buyer maintain a 100% rating when they are a non-payer who never contacts the seller?

I think it very unfair to sellers when a buyer bids on, wins the item and never pays without contacting the seller which means the item is not listed for the time it is supposedly "bought". That means the item cannot be seen by other potential buyers...
