I have decided not to accept returns. It is clearly written in the buyer contract. How can EBay void said contract and assess me with the penalty?

item cancelled after payment made

Bought and paid for an item for a buy now price. Shortly after PayPal paid seller. Received a cancelled notice and refund. Then saw item relisted on eBay at a higher price and seller would not let me bid or purchase item. Is this common on ebay.
