Has ebay moved the way to send offers to interested buyers? I no longer see the option for "Offer Eligible". Any help is appreciated. Thanks.

I have shipped this item 5 times already. It weighs the same and dimensions are the same, however, this time I shipped via FedEx not UPS. I got hit with a shipping adjustment for $356.57!!!!!!!! How do I dispute this??
