Every time I try to use the 'make an offer' I either have to use a
credit card or bank account. Even if I go with the paypal option. I cant
use existing funds to make the payment anymore. What happened?
I ended up just going directly to the seller and he accepted my offer
and changed the 'buy it now' price to what I offered. Then purchased it.
Still don't understand why you cannot just use existing funds in a 'make
an offer' sigh
