Seller did not send an item I bought. He told me to cancel the sale so he could send the item again. He did not send another item. Since I canceled the sale, eBay won't let me continue the complain.

I accepted a buyer offer and sent an invoice but now there is no PAY NOW button on his side. I also can't send him another invoice. We are stuck. How can I fix this so he can pay?
