I found this in a box of Estate stuff. It is some kind of cutter. Hole on each end is 2" deep, each end cuts. Any help would be greatly appreciated.

I have four small silver plates approximately 5" in diameter. I am pretty good at silver hallmarks, but this one has me stumped. On the front edge of plate is a bird in a nest with FIRM written underneath. Any help would be greatly appreciated.
