How does this work. Package does not arrive and I go to report late delivery and the " there is still time etc" screen comes up No matter if it is days late. What is the point of having it??

Item was damaged in shipment. Ebay says refund the buyer and file with USPS to get my money back. So what does this mean from their site: USPS Priority Mail automatically covers packages that are damaged or lost up to a value of $50 for all eBay sell...
