Very Old Clown / Jester Doll - Help with ID and Age

This is an old Clown / Jester doll that is stuffed with a fibre of some sort. The head and hands are ceramic and one shoe is busted open revealing the stuffing - Any help with Maker or Age is appreciated. Thanks!
