I always thought ME, FL, CA and WA states would be the most expensive
states to ship from. Kansas City, smack dab in the middle of the U.S.,
would be the most ideal in terms of balanced shipping rates. I'm in
Tulsa so am pretty lucky.

Same problem here. As of 3:10 PM CDT. Been going on for at least 30
minutes now. I did close Firefox and began using Chrome and it seemed to
solve the problem but I can't guarantee it will help others. I think
it's on eBay's end.
