Shipping Bulk Paper Items Like Gift Bags

Hi,Does anyone have a suggestion for the least expensive way to ship paper goods like gift bags? The gift bags I have come prepackaged in lots of 24 and weigh 2 1/2 pounds per package. I don’t think I can use media mail. Thanks, A
