Hi,
Does anyone have a suggestion for the least expensive way to ship paper goods like gift bags? The gift bags I have come prepackaged in lots of 24 and weigh 2 1/2 pounds per package. I don’t think I can use media mail.

Indeed, those are not eligible for MM.
So you're left with Priority Mail. Look at the free Priority boxes offered at usps.com. They have several "shirt box" shapes that might work with the dimensions of your item. While you're there, check on the dimensions of the flatter version of the "Regional A" box, which ships at a cost less than the cost of a 3 pound package.

Nope, can't use media mail. You'll need to figure the package dimensions and do some research with the various carriers. You'll have to calculate it for 3 pounds and round up the dimensions to the nearest inch. USPS, UPS, and FedEx all have calculators on their websites that will give you ballpark figures. Don't forget to look into Dimensional Weights if any of the dimensions are over 12 inches. I'm guessing that UPS or FedEx ground will be the cheapest alternatives. eBay no longer offers USPS ground services on their label options.
