Seller cancels my order and re-lists the item at higher price. Any recourse?

I'm sure it's an overplayed scenario. I don't know if this violates any seller policies but such behavior should not be encouraged. I think eBay users should be made aware of sellers that don't honor their transactions. Any advice? Thanks.
