ebay showing items I relisted as ended and active at the same time. Ended listing comes up first

I sometimes end my listings and relist them to refresh them. However it looks like eBay stores the ended item and when I click on link from google or even eBay itself to the item it shows it as ended and I have to enter the info a different way to sh...

Does anyone know what the restrictions for shipping to China from the USA for used semiconductor equipment etc.?
