I spent the majority of yesterday trying to accept or decline offer. I
was NEVER able to respond. Every time I clicked "respond to offer" the
screen freezes, times out, or eBay message appears "sorry it's not you
it's us".

Cleared Cache on all browsers ... We have 2 stores so I use two separate
browsers anyways ~ Took me over 24hrs and 30 refreshes just to respond
to 2 offers.
