the request to modify the restrictions. They have advised they are

Yes, notice the "some of these categories have shipping recommendations"
these are shipping recommendations, not requirements of ESE eligibility,
as confirmed by ebay several times

of what eBay says." Sorry but you are actually 100% wrong. The insurer
themselves state that they are bound by ebay's ESE policy. So does eBay.

I think it's important that we view this as:The machines don't care
about the # of cards.They care (jam) based on the thickness of the
envelope. (the # of cards does of course influence this)This is why the
