Shipping settings for selling an item does not match what eBay is charging me

I screen shot my shipping settings and when it sells eBay will not give me the option I clearly chose

I sold an item . I selected an option with package weight and size with buyer paying calculated shipping. Yet I was charged more for a shipping label than eBay charged the buyer
