How do you turn a seller in for raising price after buying it seller wont answer emails wont ship part but raises price after i got ky refund i couldnt leave feed back didnt leave negetive feedback because seller might not give me my refund

If i send a offer out to buyers and i sell item on face book can i cancel the offer early
