USPS Delivered to St. Louis. Supposed to be PA. Label was Correct

I sent an EBAY generated label to the correct address. The buyer is in PA. The USPS delivered it to somewhere in St. Louis. What to do? Is there anyone to appeal to? Or just refund buyer? Thanks.
