Voided label return

So I voided a shipping label through ebay and it's been 4 weeks. So today under payments it shows it was refunded from usps to my funds but my funds still empty.Does ebay send it like a payout? Because there is nothing in my bank either.

So usps finally approved my voided shipping label. But in my ebay it shows it was refunded to my ebay funds. But funds still show 0. Does ebay send a refund as a payout? Not understanding
