I refunded the wrong order for an item that was already delivered. I did it by mistake. Can I revert that action?

In the seller hubs I cannot "Send Offers to Buyers", I'm not longer able to see the watched items or to send offers, when I click it prompted me to my Ebay Selling Listing. The Link is broke.
