I have been unable to respond to best offers for almost 24 hours. I have tried by go to messages and "respond to offer" in the reminder section. Any ideas?

W9 Paypal and Ebay SHUT DOWN Jan 22 2016

Ebay has restricted my account due to a PayPal IRS issue and W9. I uploaded all of what PayPal asked for 2 weeks ago. As of Jan 20 Ebay shut me down. I can not list or sell. I have spent 7 hours on the phone with paypal and ebay. Horrible experience....
