Password & no phone number for eBay anymore??

Why is eBay telling me I signed in with a new device when it’s the same one I’ve used for month?? And why can you even email them now since they don’t have a phone number to call anymore.

Never received my item and no refund from eBay. How do I get my refund, where do I go?
