If a buyer receives an item that is damaged can I refund them and let them keep the item since it’s damaged to save myself on return shipping? Would I still be eligible to get some of my fees back?

I have been trying to purchase/print a shipping label through eBay for a sold item and I keep getting a time or error advising me something went wrong and to try again later when I hit purchase. Is there a current issue or could I just be a one off?

Is there currently any issues with purchasing shipping g labels on eBay? When I select purchase I get an error and it tells me to try again later. I purchased a label using the same process last week with no problems.
