On May the 8th, I bidded and won on an item. The delivery date was
5/12-5/15, and I messaged him on the 14th and he never got back to me.
The message asked if there is a problem or not. (He is in the United
Sates as I am.) There is no option to file ...
UPDATE:It is 5/22 and I am happy to say that ebay came through and my
refund is currently pending in my bank account. So hopefully the replies
can help others here. Lastly, thank you everyone who replied and offered
help--I really appreciate you all!

That's the problem--it's not there. It says: "contact seller", "ask to
cancel", "sell this item" no " I didn't receive item".In another post, I
was told maybe it takes a FULL day, so I'll check again tomorrow, if
