Can someone explain ebay's policy on putting sales Funds On Hold?

I have items that funds were paid out that were sold and received by the buyer days before other items that the funds remain on hold, some by as much as a week. Seems like there is no rhyme nor reason when ebay holds or releases funds. Rob
