Foreign buyers have figured out a way to buy off of eBay from the sellers who say they won't ship internationally. They use a freight forwarding service. We the seller ships it to one of these hubs, for me it's Delaware. Then they forward it to the buyer. I have sold multiple items and have shipped them this way with very little trouble. The good thing is you are only required to ship it to the address the buyer has listed. After that you are not responsible for what happens to it.
I have had a big increase in sales since I started doing this. There is nothing fishy about it and it works. The only drawback is you pay a little more in fees with an international sale. But to me that is minimum compared to the increase in my sale volume.
Ship the item, it is all good and hopefully they keep buying from you.

Looks like the address of a freight forwarder.
Quite a few international buyers use freight forwarders for items that the sellers do not ship overseas.
There are several on both coasts.
You, the seller, are responsible only for getting the package to the freight forwarder's address. They'll take it from there.
