Why do people bid and win items but then don’t pay for the item? I’ve placed my item on eBay 3 times, sold it and none of those have paid. I just don’t understand. Tia.

It’s been 4 days since my item sold. The buyer hasn’t paid and isn’t replying to my emails. I opened a case with eBay but haven’t heard from them either, how long do I have to wait to cancel the order and relist? Tia Susan
