I am guessing that Ebay examined the numbers and too many people are
using the 1% ad boost and they figure that they will make more money by
moving the minimum to 2%. They know many will stop using this feature,
but as long as at least 51% of the 1% ...
Credit cards are around a 3% fee, this is a 12.55% fee. 4 times the
percentage. There might be a % cap that can be charged in some states.
That is just a guess, and have not confirmed if there is a cap.
