I don't believe the OP has said that Ebay took the money from them.
However since they charged them the $20 fee, it sounds like they did.

I've asked a couple times but they have not responded, to verify for the
Chargeback was ONLY for the sales tax. I actually did answer. YES, the
dispute was only for the sales tax amount.
