Package never scanned at the P.O. does not show up can I cancel shipping label for a refund?

My package sent the same day as another does not register on the missing mail USPS site either so it was lifted by a postal worker. I will need to refund the buyer . Can I get a refund on the label still? I mailed it on the 18th of March.

Since listings renew every 30 days you can be charge insertion fee for each listing that renews over 250 before the last day of the month. Is the correct?
