Since listings renew every 30 days you can be charge insertion fee for each listing that renews over 250 before the last day of the month. Is the correct?

Well, yes and no, really.
Yes, when your listings renew, they are counted against the 250 free-insertion-fee listings that you get each month.
However, they renew once a month, on the same day of the month as they were originally started, or on the last day of the month if it has fewer days. They don't renew every 30 days. This way, each listing will only be counted once each month, never twice, even if they were started on the first day of the month.
FYI, next month, a leap month, there will be a lot of listings that renew on the last day of the month, Feb 29. All of the listings that were either started or renewed this month on Jan 29, 30, and 31. Most years, there would be 4 days worth of listings being renewed on Feb 28.

Clearly, many sellers did not notice when eBay changed the duration of "Good until canceled" listings. As noted by lacemaker, they renew on the same date as they began, NOT every 30 days. If you have a listing that began on January 1, it will renew on February 1, March 1, April 1, etc.
eBay made this change not long after they eliminated the options for fixed price listings to have a fixed chosen duration (7 days, etc.) after sellers pointed out to them this potential for listings to be re-listed again at the end of a month that has 31 days.
