A "saboteur"(?) joined eBay on August 8th and "purchased" an expensive
book .. eBay messages me to tell they cancelled the Sale because the
"buyer" was shady with payment arrangements and to not contact this
person and not to mail the item to them an...

........... and , I amended / edited my original post , and dropped the
news article which at the time was all I could find as a current
indication the USPS was going through another transformation , which
could lead to glitches :::::::

according to her , BIG changes are underway (again!) in the USPS as of
today , and eBay has grayed out ALL of the USPS mailing rate services ,
until something is finalized in the USPS ...
