If I get a damaged item and I ask for a refund and the seller sends a message and says they would refund me 30$ and that I should close the refund window ASAP, I haven't closed it and now they won't reply back, (What happens now?)

I have I street sign that has been bought leagaly thru a relative, I'm checking to make sure I won't get flagged or cut off before I post it?
