If I get a damaged item and I ask for a refund and the seller sends a message and says they would refund me 30$ and that I should close the refund window ASAP, I haven't closed it and now they won't reply back, (What happens now?)

Whatever you do, do NOT close the case until you have been refunded.    After a few days, you should be able to go back to the case and ask ebay to step in.   You will then either get a return label to send the item back or else the refund itself.   If the refund, you do not have to send the item back.
