Shipping fees?

eBay charged my buyer $17.99 for shipping but I didn’t go through eBay for shipping as I was able to ship my item for much less. Accordingly, it seems like eBay made an extra $17.99 off my buyer. That doesn’t seem right…. Am I missing something?
