Looks like eBay fixed this issue, as I haven't received these offers for
the past day. If anyone is still getting them, contact customer support
and tell them you are affected.
I have had the same issue. No way to fix it as far as I know. My message
inbox and Bids&Offers pages are full of this spam making it harder to
find relevant stuff there. I reached out to customer support but they
have not responded.
Hi, thanks for your response but as I mentioned in my post I have
already had that set to off. Besides, that should only block the
notification, not block the actual offer. Regardless I am still getting
spam in my messages.

Pitney Bowes website, and the claim is clearly shown (and says delivery
