How do I ship a item back to a buyer that already paid for it. Just didn't get it first time it was sent, and I got it back. How do I send it back to her and have her pay for the shipping of it back to her again?

I just started selling on eBay May 27, 2021. I only have 10 items listed and I have “sold” 5 items, 2 of them twice. The first and second buyers of the one item never paid. And now I’m on my second item having the same out come. Is this normal or am ...
