only thing I can think is a similar situation that would be considered
as location policy violations, free shipping or otherwise, is if a
tracking number is provided for the buy...
Where to check if its turned on or not would probably help. I for
example am not getting the order paid purchase emails and have never

In Iowa separately stated shipping costs are non-taxable according to
the Iowa Department of Revenue... yet ebay calculates sales tax on both
the item price and the shipping cost for me located in Iowa, it's not
correct.
