Increased Minimum Bids?

Hi, I put in a max bid for an item under $5. I was the highest bidder, but ebay did an automatic bid increment of $0.50 over the 2nd highest bid. I thought the bid increments were $0.25 when it was between $1.00-$4.99? Am I wrong?
