I see that there is now an option to download a Draft listing template.
I downloaded it, and uploaded the CSV just as a test, and the upload
failed. Is it as simple as adding "Draft" into the Action column? This
will be a very good feature if it work...

that have not sold. If I delist a non-moving item, will it allow me to
list another item in it's place? Or does the delisted item still count

If you are re-using shipping supplies like boxes and bubble wrap, it is
on you to make sure they don't stink before you use them. If that's the
cause of the issue, that is 100% on you.
eBay file exchange will allow you to upload listings in bulk via
spreadsheet. I have heard good things about SixBit company software to
manage your account, don't have any personal experience with them
though.

A listing only lasts 30 days, and when it's renewed, it counts as a new
listing. That's just the way it works on ebay. And there is no
subscription options other than the ones that are presented to you.
