**bleep** ebay - I didn't want a full refund

Bought $100 thing. It came (weeks late) but was missing a $15 part it was supposed to have. I wanted $15 but ebay gave me all $100 back. The seller was a difficult guy (trust me) and he does have my address. Is ebay going after him for the $100?
